Default unusual sequence

A friend gave this to me in reply to a friend giving it to her.
Neither of us have any idea of what is going on in the sequence.

11, 11, 12, 13, 21, 21, 23, 23, 25, 29, 29, 31, 32, 31, 32, 35, 38, 37...

Any ideas? Please?

Is it actually possible to have a base 1 system?

unary ... #s are represented by all 1s except for 0
i.e. 2=11, 3=111, 5=11111, 0=0, 1=1

Maybe remainders of modulo of a very special number for successive primes?
