Default Small(ish) exponent without LL????

I just noticed the following oddity on the Work Distribution Map:

Could it be the report ran while a new factor was being processed? A new factor changes the LL tests' state from verified to a-factor-is-known. So maybe the report caught read the database after the LL states have changed and before the new factor was inserted. Of course, the updates and inserts are wrapped in a transaction and it my understanding the SNAPSHOT isolation level should prevent reading uncommitted data.

Yet, consider this scenario. Report code gets count of factors. New factor is inserted. Report code gets count of verified-LL results. The factored exponent would appear in neither count and thus would show up as NO-LL.
