I don't recall any advice about max-31LP on e-small- what would be the purpose in that? It's not in the first post of the old queue management thread, either. We aimed to restrict lim's for memory use and Q-range so people couldn't "bend the rules" just to get on the presumably faster e-small queue.

Note this job as 31LP wanted Q=20-200M, a bit too much for e-small; but as 32LP, it's 35-135M and ideal for e-small. It would be an even-smaller Q-range using 3LP, but the matrix might come out bigger and a 100MQ range is already pretty small so it's no big deal.
Bumping lim's up to 200M for "full" 15e would also result in a smaller Q-range, but it just doesn't seem necessary.

I see the issue - the 31-bit limit originally in the old guidance was edited out last year. I just remembered the old way.
