The League of the Linen Coloured Balaclava-ed Gentlemen and Ladies

The League of the Linen Coloured Balaclava is for those individuals that choose the life of the slightly off-white headgear of Mersenne Number assassin. Members agree to abide by a code of ethics regarding the numbers they hunt down. The code of ethics will be refined and update over time.

1. It is permissible to target a number with the assent of the current assignee.
   (Such as in the case of a computer that has gone incommunicado).
   The target is to be eliminated by the expiry of the original assignment.

2. To avoid crossfire, intended targets must be declared to the other members of the League.
   (Private hits as in #1 are exempted from this rule.)
   ‍
3. Numbers assigned to TF in Cat 0 and Cat 1 range for first time or double checks are fair game.
   ‍
4. Members of the League will attempt to make contact, where possible, with the current assignee.
   ‍
5. Numbers that meet each of the following criteria are deemed fair game.
   • They are FTC Cat 0
   • They were assigned over 60 days ago.
   • They are a minimum of 15 days from expiring.
   • Their ETA days is at least 2 times their days to expire.

6. Any number that is assigned as an FTC LL and has an ETA of <180 days shall be done as LL.

No, there should be at least 15 days. This is to give sufficient time for the hit to take place. It further limits the possibility of having crossfire with a non League member.

Ok, so we could snipe it if there are 16 days or more to expiration, and don't touch it if there are 15 or less. Is that correct? (no intention, just asking, for clarity - my English plays tricks on me here).

15 or more days from expiry is when you could declare your target. Subject of course to the other provisions.

Do you think that there are other situations that it should be allowed? What about in the DC range?

There is a big problem with working outside the common rules even if undertaken by "ethical" individuals. This works in comic strips but not in real life : there might not be a consensus on what is ethical, once you are outside the rules there is no control, others might not know your rules and, oh so often, after a short time the ethics are thrown overboard for efficiency.

For instance the oldest assignment in the DC range 54362851 has been assigned over a thousand days ago, the rules state that "Assignments are recycled if assignment ... when the exponent moves midway into the first category and the assignment is more than 120 days old." and that exponent changed to CAT 1 more than a month ago (GIMPS Assignment Rules on 2020-09-21

So instead of setting up a group to for extra judicial "execution" ;-) I would suggest continuing to petition the people responsible asking them to enforce the rules, or, if that is not practical or desirable, the rules should be changed. But those people, whose volunteer work we all use, must find time to act : the change in proof method implies a lot of work on the scripts and the web pages, other things, like working for a living also impinge on their available time.

Milestones are important, but are they that urgent ?

That's the rub.
Assignments of TF in the Cat 0 and 1 range are problematic.

The numbers mentioned in the code of ethics will expire. There is little doubt of that. The idea is to have a location of co-ordination such that 2 or 3 are not trying to work the same number. Also, by working it ahead of 15 days to expire, we limit the chance of others that might be tempted to run a number and then submit it just after it expires (and gets assigned to someone else).
