For reference, a 64-bit installation will look like this:

Code:
Architecture:          x86_64
CPU op-mode(s):        32-bit, 64-bit

OK, thanks, this machine indeed did have a 32 bit OS installed.

So I added this line to worktodo.txt:

Code:
Pminus1=N/A,1,2,22351237,-1,400000,9000000,134107423,1564586591,3889115239,6403852912871,55203442762393
Which results in:
Code:
[Work thread Mar 21 19:47] Insufficient memory to ever run stage 2.
Immediately followed by the same result it produced the previous time it worked on this exponent, including the previous B1,B2 settings.

There is plenty of memory to run P-1 on this exponent with this B1/B2 setting.

Any comments?

Anywhere from <2GB to <4GB depending on the OS and application.

In Options/CPU you tell prime95 how much memory it can use

Yes. Setting available memory to more than 90% (I think, I need to look at the code) of physical memory cannot be done from the Windows GUI or mprime menus.
