Not really. With the amount of ECM this number had (which was reasonable for its NFS difficulty), the probability of finding this factor was only about 42%. More generally, I'd say it only qualifies as an ECM miss if the factor is smaller than the ECM digit target given by whatever guideline you're using. In this case, the guideline of 2/9 * SNFS difficulty gives ~57.6, so a factor of 59 digits can be regarded as a win.
