Default Max chess moves available in a single turn with standard rules?

There can be up to 9 queens if all pawns promote, both kings have to be present and the opponents king cannot be in check as it's the start of your turn.


Naively there's an upper bound of 321, the sum of the highest move count of all pieces assuming 9 queens and all pieces are in impossibly optimal positions with nothing obstructing anything else. One of the 8 queens solutions has 182 possible moves, adding kings and blockers to fulfill the above rules gives a lower bound of 173.



I could post this in the puzzle section, but as I don't know the answer that would be cheeky.
