Just wondering.
How hard would it be to program a peer to peer video chat? |

Probably fairly difficult. First you'd have to interface with the camera, then capture frames, then compress and send them. The audio would be the same. I've seen API libraries that automate most of this stuff but they cost an arm and a leg.

This project is using totally free (beer/speech) API libraries from the bottom up. If you wanna know how difficult it'd be download the source and read through it. |
