Since crimes are defined by the laws, then it is easy: Change the laws to make all shooting legal.

And to really answer the question for all criminals of any type, then eliminate all laws.

(CNN)An 18-year-old gunman on Tuesday fatally shot 19 children and two adults at a Texas elementary school before he was killed by law enforcement officers, officials said.

The shooter -- identified by Texas officials as ******** ***** of Uvalde -- also shot his grandmother before going to the school, three law enforcement sources told CNN. State Sen. Roland Gutierrez told CNN the grandmother was airlifted to San Antonio and "is still holding on," according to information he was given by the Texas Rangers.

The gunman is believed to have acted alone, Uvalde Consolidated Independent School District Police Chief Pete Arredondo said.

If the shooter had no priors, he is prevented from becoming a (convicted) criminal by the fact that he's dead and can't be tried.

And that is how Texas prevents people from becoming criminals!

EDIT: I failed to note that the third and fourth graders killed in the mass shooting will never become criminals, either.

Of course, it never happened. They were all "crisis actors..."

During a press conference just moments ago. when Texas gov was wringing his hands and saying how awful it is and our thoughts and prayers blah blah blah, Beto O'Rourke interrupted the press conference by shouting at the gov "You are doing nothing!"
Of course, he was removed from the room and roundly denounced that he must really hurt the families.
And the gov of course and everyone else repeated the gun lobby's mantra " This is not the time. There will be time to address this later."

Except there never is.
