This will replace the emulation done by the current WSL with "full system call compatibility possible". It will be open source and generally available this autumn ( October ).
Although this won't appeal much to the die-hard Linux users and Windows users will eschew it, there exists lots of folks who have to live in both worlds. A large number of them have reviewed the current WSL favorably, but complained about some functions not available due to the emulation. That is the reason for V2.
