I keep on seeing possible words (like first responder) in the message but thinking that I should be looking for a shift cipher or they scrambled it on purpose.

it also appears in what I thought was a list of responders ( probably knew who'd respond). they say that he may have wrote it prior to the day of the homicide, that either suggest that they were for something else or that he knew someone wanted to go after him.

of course it could also be an abbreviation inside another abbreviation.
