Flag hues laid adjacent show all 3 distinguishable. The slight lateral offset is intentional. To check you can resolve the color difference, mask both edges of the corresponding colors with pieces of paper or cardboard to hide the offsets.
Being able to detect the color differences is one thing; being able to accurately remember them is quite another in my experience.

Images were copied/pasted from the respective wikipedia pages https://en.wikipedia.org/wiki/Flag_of_Chad and https://en.wikipedia.org/wiki/Flag_of_Romania,
and combined in Windows Paint, saved in .png form to prevent image quality loss (jpeg is lossy while png is lossless compression).

The other confusing one is the Monacan flag vs. the Indonesian flag. Both flags have almost identical colors, but the Monacan flag is a bit more square-shaped, while the Indonesian one is a bit longer.

Please forgive me for asking, but does a standard Pantone set exist for all the world's flag colours? Being sovereign, is this then allowed to be used freely?

I once dated a graphic artist who didn't understand the difference between additive vs subtractive colour spaces.
