Default Power limit from powercap is overwritten

I want to limit cpu power to temporarily keep temperatures down. Using
Code:
powercap-set -p intel-rapl -z 0 -c 0 -l 80000000
works well and powercap-info shows the limit is actually in place. But if there's high demand on the CPU for a while (i.e. yafu) the limit is reverted back to 125000000.

Is there a way to find out who does it? The value is stored in
Code:
/sys/class/powercap/intel-rapl/intel-rapl:0/constraint_0_power_limit_uw

I didn't figure it out but now I'm using thermald. After some tinkering it keeps the temperature where I want it without any intervention from my side.

We use cpupower:

cpupower frequency-set --governor powersave --max 1000000 --min 400000

thermald can use various methods such as RAPL (limiting power), injecting idle cycles or decreasing frequency, so I thought it would be better. Or does the CPU governor do the same thing?
