I was making a suggestion for stage 2, where just one additional prime at a time is being tested (as far as I understand it). In fact a value of B1=10^6 has approximately 72000 prime factors, so 18.4 prime factors would not be bad. I think the problem might be more that the 2^m+k is usually quite large.
