If this question was aimed at me...

My apt package manager is also broken with unmet dependencies, something to do with dkms and a kernel. I have spent many hours trying to fix apt in the past and thought an upgrade to Bullseye would fix a lot.

Code:
apt-get install rocm-gdb
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
rocm-gdb : Depends: libpython3.8 but it is not installable
Code:
apt-get upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
The following packages have been kept back:
  rocm-gdb
0 upgraded, 0 newly installed, 0 to remove and 1 not upgraded.
6 not fully installed or removed.
After this operation, 0 B of additional disk space will be used.
