Why not take 16.4M to 164M as then at least you got some sort of decent odds to find at least 1.

The odds of a PRP in Wagstaff between [n;2n] seems diverging - not converging - and if i may blindfolded guess it could be on average a gap of factor 3 between a group of PRP's and the next one.
