It’s rare to hear one top military commander publicly badmouth another, call attention to his faults, or simply point out his shortcomings. Despite a seemingly endless supply of debacles from strategic setbacks to quagmire conflicts since 9/11, the top brass rarely criticize each other or, even in retirement, utter a word about the failings of their predecessors or successors. Think of it as the camouflage wall of silence. You may loathe him. You may badmouth him behind closed doors. You may have secretly hoped for his career to implode. But publicly point out failures? That’s left to those further down the chain of command.

And yet that’s effectively exactly what newly installed U.S. Africa Command (AFRICOM) chief, General Thomas Waldhauser, did earlier this year in a statement to the Senate Arms Services Committee (SASC). It’s just that no one, almost certainly including Waldhauser himself, seemed to notice or recognize it for the criticism it was, including the people tasked with oversight of military operations and those in the media.

Over these last years, the number of personnel, missions, dollars spent, and special ops training efforts as well as drone bases and other outposts on the continent have all multiplied. At the same time, incoming AFRICOM commanders have been publicly warning about the escalating perils and challenges from terror groups that menace the command’s area of operations. Almost no one, however -- neither those senators nor the media -- has raised pointed questions, no less demanded frank answers, about why such crises on the continent have so perfectly mirrored American military expansion.

Another week, another terrorist attak. This is becoming routine, after last week event in Charlotesville.

The shooter, Stephen Paddock, 64 years old, living in a retirement community in Mesquite, NV, often drove to Las Vegas to gamble.

So far, nobody has a clue about why, this time, he drove to Las Vegas, checked in Thursday to a 32nd floor room at the Mandalay Bay Resort and Casino with an arsenal, and on Sunday night rained automatic weapons fire on the crowd at a country music festival in an outdoor venue across the street.

Nothing in his background disclosed so far raises any red flags. I'm sure it, and his recent history, will be thoroughly scrutinized.

Nothing yet about where he might have bought or practiced using his weapons. No specifics on whether the weapons were purchased already full-auto, or were DIY modifications of semi-auto weapons.

It has been noted that people are moving and open-carrying weapons around Vegas all the time, and there is a big gun show scheduled within the week, so a guy checking into a hotel with a bunch of guns would likely not draw much notice.

This has emerged as part of the aforementioned scrutiny - and note that unlike the vague notion of "criminality genes", psychopathic traits show considerable heritability:

He and his girl friend moved a lot.

So far, no indication of any history of violent behavior like getting into fights, and no criminal history. His seemingly compulsive gambling may indicate some sort of problem, but so far there is no indication he was hurting financially.

The degree of planning of his grand finale indicates it wasn't based on any short-term frustration. He'd been adding to his arsenal during the last several months through legal gun purchases, and apparently went to the effort of modifying his weapons to make them fully automatic. It seems he also had some pounds of ammonium nitrate in his car, though it had apparently not been fashioned into any kind of bomb. Perhaps he was still considering options of how to kill as many people as possible, right up until he decided to act. He seems to have chosen his sniper's nest with some care.

So far, nobody seems to have any idea of why he chose the time and place he did.

Sometimes people nurse grudges over minor things, and long afterwards strike back disproportionately. I once heard about the case of a man whose neighbors complained about his dog barking at night. He was cited for disturbing the peace, and had to pay a fine. Five years later, he murdered the judge who imposed the fine.

So -- maybe the guy went to the music festival in a previous year, and got thrown out or something. Or maybe he had a beef with MGM Resorts International, who own the venue where the music festival was held. Or perhaps he didn't like the idea of Vegas trying to be "family friendly."
